SPIES AND SABOTAGE
This photo should automatically spark images of the women's movement. Since two women, dressed similar to individuals of the turn-of-the-century style, are protesting the President, one could assume that they are targeting Woodrow Wilson. The message, focusing on the President, was probably captured just outside the White House gates.
